Form I-9, Employment Eligibility Verification, documents that each new employee hired in the United States is who they say they are and is authorized to work. The employee completes and signs Section 1 no later than the first day of work; the employer examines the employee's original documents (the employee chooses which acceptable ones to present) and completes Section 2 within three business days. Supplement A is for a preparer or translator, Supplement B for reverification and rehire. The I-9 is not filed with any agency: the employer keeps it and makes it available for inspection. The current edition is 01/20/25, and USCIS's page notes which earlier editions employers may still use and until when.
How to file Form I-9
The employer keeps it
Give the completed Section 1 to your employer. The employer completes Section 2, retains the form and produces it if DHS, DOL or DOJ inspects.
“Do not mail completed forms to U.S. Citizenship and Immigration Services (USCIS) or Immigration and Customs Enforcement (ICE).”
Open on uscis.govElectronic I-9 systems
An I-9 may be generated, signed and retained electronically only in a system that complies with DHS regulations. A PDF filled in a browser is not such a system, so the signatures go on the printed form by hand.
“Form I-9 may be generated, signed, and retained electronically, in compliance with Department of Homeland Security regulations at 8 CFR section 274a.2.”
Open on uscis.govWhy our filler is off for this form: USCIS says its forms are optimized for Adobe Acrobat Reader, and part of this PDF is read-only by design (copied headers, barcodes, signature boxes). We turn our fill on per form only after the output re-opens in Acrobat Reader with every value intact and a matching barcode. Until then, Adobe Reader on a computer is the free tool USCIS points to.
