What is going on
PDF encryption comes in two flavours. A user (open) password stops anyone without it from reading the file. An owner password, often used with no open password at all, lets anyone read the file but asks viewers to block printing, copying or editing. Both encrypt the file’s contents, and many upload systems refuse anything encrypted because they can’t inspect or convert it.
If the file opens for you without a password, it is the second kind, and saving an unencrypted copy is a matter of rewriting it without the security handler. If it asks for a password and you have it, the same applies with that password. Either way the copy is made on your device, so the password and the document stay with you.
If you don’t have the password, the right step is to ask the sender. This site does not attempt to recover, guess or bypass passwords. After unlocking, check the size against the portal’s limit; government portals such as USCIS online filing also cap file size [1].
