What is going on
The text “Please wait… If this message is not eventually replaced by the proper contents of the document, your PDF viewer may not be able to display this type of document” is not an error from your computer. It is a real page inside the PDF, placed there by the form’s author for viewers that do not understand XFA, the XML Forms Architecture that Adobe’s products use for dynamic forms.
There are two kinds of XFA PDF. An XFA-only form has no ordinary fields at all; outside Adobe Acrobat or Reader you will only ever see the placeholder. A hybrid form carries both an XFA form and a normal AcroForm, and browser viewers show the AcroForm. The inspector above tells you which one you have, and how many ordinary fields exist.
For government forms, follow the agency’s own advice first. USCIS says its forms are optimized for Adobe Acrobat Reader [1] and its form instructions ask you to use the latest Adobe Reader [2]. Many USCIS forms can also be filed through a USCIS online account instead of a PDF [1]. If you fill a hybrid form in another viewer, know that Adobe software may show the XFA layer, which will not contain what you typed in the AcroForm layer.
