What is going on
A filled PDF form holds each answer twice: as a value attached to the field, and as an “appearance”, a small drawing of that value inside the box. Viewers that only read appearances show what was drawn; viewers that redraw from values show the value. When the two disagree, or when only one exists, answers seem to vanish.
Hybrid government forms add a third copy: the XFA data. Adobe Acrobat and Reader display the XFA form, while Chrome, Edge, Firefox and Preview display the AcroForm fields. Type in one and open in the other, and the answers can look lost even though they are in the file. People filing immigration forms report exactly this when they reopen a saved form.
The dependable fix is to fill in one consistent way and keep a flattened copy. Filling here writes the value and draws its appearance for every field, and flattening turns those appearances into ordinary page content, so every viewer and every upload portal shows the same thing. Keep an unflattened copy too, in case you need to change an answer. For official forms, check the agency’s instructions about which software to use [1].
