Form 2848 appoints someone to represent you before the IRS: an attorney, CPA, enrolled agent or another person eligible under the designations listed in Part II. It covers only the tax matters, form numbers and years you list on line 3, and lets the representative receive your confidential information for those matters. If you only want someone to see or receive your tax information, not represent you, Form 8821 is the form. The representative signs Part II; you sign line 7. The current form revision is January 2021, with instructions revised September 2021. Address details on this form do not change your address with the IRS.
